How to edit the position of elevation values in spot elevation?

Is it possible to create a spot elevation symbol like this? if anyone knew the answer please post it back.

1. Create a Spot Elevation symbol which look like a bubble box instead of a crosshair. 
2. Load into the project
3. Edit Type of an existing Spot Elevation
4. Duplicate and rename
5. Change symbol to the one you created in step one
