How to create curved curtain wall and change the center?

Hi

Im trying to create a curved curtain wall with mullions point into another center.

A bit of info on the picture below:

Blue half circle represent the curved curtain wall. 

Blue lines cutting the half blue circle, are the mullions. 

The small red circle (in the other red circle), is the center where the mullions have to be facing. 

As default the mullions will point at the center of the blue circle, but I want it to point at the center of the red circle, can anyone help?

Is this necessary? You would have to create many mullion types and measure the required angle for each of those.

It was the solution I was trying to avoid, but I guess there is no other way.
