how to create boundary wall of house

I wish to create the outer boundry wall to my house which is normally 3 feet tall. But when I try to draw it the minimum offset level is from ground floor to first floor. 

How can I draw the outer boundry wall of the house which is 3' in height.

In the properties of the wall, change "Top Constraint" to "Unconnected," then set the "Unconnected height" to 3'.

What do you mean by "Outer Boundary Wall" ?

1. The Fence/Wall around the property line of the house? if YES, is the plot flat or sloped/variable topography?
2. OR; some sort of retaining/foundation wall around and below the house?

Walls around my garden and parking area which are normally 3 feet in height. When I tried to place the outside walls it was giving me minimum level of the first floor which is 10 feet. I cannot find a way to reduce the height to 3 feet.

Thank you so much. I have done it. I choose Basic wall, wall-site 215bwk for the boundry of my house. Is it normaly used for outer wall or I should choose another wall.
