I'm working on title block and reload it into my model every 2 or 3 changes and it opens an existing sheet every time I reload that family. Can I turn that "feature" off?

Try closing any open sheets in your file prior to doing the reload of the Family.

Revit wants to show the changes made to the titleblock to the user so it opens a sheet out of courtesy. Just thank, close the sheet, and move on.
In other words, there is no option to turn off the feature.

I feel your frustration.  I've never found a practical solution.
