How can i unlock a view on my sheet?

I cannot select or edit this view, it seems to be locked.  How can i activate this view and why might this have happened?

Allow pinned elements selection,  bottom right bar of your screen.

It does not seem to be this...I hit select pinned elements,  it still doesn not allow me to select the view...

Reveal Hidden Element then Unhide the Viewport.

My guess is that you have one humongous view in front of it.  Zoom to Fit. 

...did you try TAB-Select?

Select the view by using the project browser showing the views placed on the sheet and enable the visibility of the view borders. Then try to tab-select with the mouse hovering over the view borders.

Huh? "Enable View Border"? That's not in my right-click drop-down menu.
