If you need the foundation to go up / down with the amount of elements in the array: constrain it with a dimension calculated by the number of elements in the array and the height of the element.

Is this a Drafting View with Detailed Elements? A Family? Solutions depend on what you're working with.

For instance, you could do something like this with Global Parameters:

But you would have to change your Tower Section family such that the array is baked into the family instead of arrayed in the project file - for some reason project arrays can't be defined with a parameter. This link explains in detail: https://revitcat.blogspot.com/2019/07/arrays-in-revit-global-parameters.html

Are you saying that you want the foundation gets deeper when the tower gets taller? If so, you just need to associate the foundation depth with the array parameter via a formula.
