How can I add in missing level tags?

I'm looking at an elevation that has some level tags missing.

I checked to see if they are hidden, but nothing shows up, but they show on other elevations,  

how can I get these level markers to show up?

Did you uncheck the box at the end of the Level line?  

Select the Level to see.

The level lines that remain have their boxes checked...

The missing level may be outside of the view range.  Select it in the other view, right click and maximize 3d extent.
