You can not change it for a Drafting hatch pattern as far as I am aware.
You can move a model hatch by tabbing in and selecting a line in the linework then moving it as you wanted.
Use Model Patterns intead of Drafting...These you can align and rotate using the standard Align/Rotate tool under Modify tab

You are able to shift any pattern (drafting or model) by adjusting the X and Y origin values in the PAT file (2nd and 3rd values). [Here] is a tutorial we put together to help people understand these values and how PATs work.
As an example, I'm taking our .125 Radius Squiggle Wiggle pattern. Its based on a .50 by .25 base grid. Therefore, I can shift the top circle by .25 to align the top/bottom. We can add .25 to each X value of the upper circle, or subtract .25 of the bottom circle --- In the example I add .25.
With our live-edit view, you can see the exact changes before having to load them into revit to test.

Obviously if I kept going down the column for the other values, it would shift the entire pattern over .25. You can do this for drafting or model patterns, and for x and y values. You can do this in a simple .txt text editor or on a platform like Pattycake to see live edits.
You can as @David_Knight @RDAOU mentioned in Revit shift/align a model pattern (cannot do this for drafting), but I'm guessing you are trying to have the pattern aligned properly from the start (instead of shifting every single instance). If this is a useful tool and others request/comment for it, we can work to incorporate an easy global shift for patterns like we have done for Rotate. This what you needed?
