Graphics aren't appearing the same even though same graphics including phase overrides

I have 2 models that someone else created with very similar content but when I try to make them look the same with the same phase graphic overrides one doesn't change. I've checked override graphics by view, view template, and object styles but they all the same.

So I figured out that the "wrong" one was showing the override graphics of "new" when all the objects are under "existing" for phase created and "demolition" for phase demolished. Why are those objects showing the "new" graphic overrides of phasing instead of the "existing" ones?

Without a model showing what you are describing, it's impossible to say for sure.
