generic annotation

i created a Generic Annotation symbol for a north arrow (showing project and true).  is it possible to have a label or text to move around once the generic annotation is loaded and placed on a sheet?

(similar to a dynamic block in autocad where once the block was added, i was able to rotate the north/project arrows and the labels North/Project rotates with the arrow.  then i was able to rotate the labels so that they read horizonally)

Why not. Sounds like your are describing exactly what a tag does.  Text is always "Readable".  This is what you mean; right?

You are likely have one Project North / True North arrow for the entire project. It is not worth the effort to make a family with rotatable labels and all.
