floating stair - top and bottom heights are wrong

Could someone please assist with a a stair issue. I am affraid I still have a difficult time with stairs, creating them and modifying them. I watch online tutorials, but still struggle.

Please see the attached image regarding my current stair issue. I have the base and top offsets set correctly, but the stair is floating in space, about 2' above where it should be. What am I doing wrong, and why are these stairs so difficult to adjust/modify? Not intuitive!!!

I would assume it is the offsets from the level called "Finish Level"...can you maybe add/show the level on that section? and place dimenesions from that "Finish Level" to the top of the slabs where the stair starts and ends then it would more clear and/or the issue would be resolved with a bit of clarity on your side

If you create this stair using Stair by component, then TAB select the Run and see if the Relative base height is 0.

It appears at least part of the problem was that a warning came up that making the change would effect some dimensions, and that I had to choose to delete the dimension(s) or cancel the process. I was overly nervous about deleting dimensions (not knowing what dimensions would be deleted). However once I selected "delete dimension" or whatever the choice was, the stairs accepted my change of height.

Also I learned that you have to stretch the length of the stair in edit mode to allow for more or fewer risers.

The stairs are fixed for now. 

I appreciate your suggestion and continued support on this forum.

Overall, with respect with the Revit software, I wish stairs were easier to work with.

Thank you for the response. I think you were right about the stair adjustments, but as I mentioned in my previous response to @RDAOU, the main issue had to do with a warning I was getting but not understanding. I had to clear the warning by choosing "delete dimension" or something like that. After I did that the stair accepted my change to those settings you highlighted.

Followup question, does anyone know what there are two sets of height controls for stairs? One set is Base and Top Levels (when you select the stair) and the second is Base and Top Offset (when in stair edit mode). Not sure why the redundant setting is needed or useful, but that may add to the complexity when dealing with stairs, which are cumbersome IMO.
