The flood concept of creating a fill based on other boundaries is not part of Revit, does not apply to filled regions. Color Fill Schemes do work that way based on room boundaries (and areas/spaces).
I believe the developers decided to require their own boundaries to ensure a filled region does not fail when a boundary element it depends upon is deleted or missing. Also these filled regions can be constrained by parameters (in families) so integral boundary elements provide the consistency it needs to generate the fill pattern.
It's been my experience that it is quite ordinary to open an AutoCAD fill and be greeted by hatch boundary warnings, especially when linking those DWG files into Revit.
