I am sure this has been posted a million times but I can not seem to be able to find a concrete answer.  I want to be able to make typical details that I can use for different projects that are annotated (kind of like making blocks of detials in autocad) is there a way to do this, if so how?

Yes. Use the Detail Item Family Template (rte).

I tried that but when I annotate it in the family, when I try to load it into my project the annotations are not there just the linework.

Annotate in Drafting View.

Group.

Save Group.

Insert from File.

So do I make the block as a detail family, insert into drawing and annotate in project then make it a group? How do I save the group?

Detail items for your "blocks" (ie CMU blocks, window frames, door frames, etc) which can be spec# tagged or noted in a drafting view.  You don't have to group them though, just keep them in a container project and you can Insert Views as needed.

@Anonymous: I agree. There are some subtle nuances on the workflow. But, in answer to @Anonymous question to me; Group the Drafting View Detail and Annotation. Then in Project Browser, right click on the Group name and pick "...Save Group".  This will save the Group to an external RVT file. Now you can load that RVT Group into any Project via "Insert from File" on the Insert Tab.

Save the Project with the typical drafting details to a new file and call it Detail Library.  When you work on a new Project, go to Insert tab > Insert from file > Insert Views from file > and open that Library project file to select the drafting views / sheets to insert.
