link the file and only turn on layers you need in Revit , create your topo surface then turn off the link to see if that is cleaner

if the cad file is imported then only import the layers you need

there may be a Surface already in the C3D file. like @kadmonkee  suggests, check your layers that are coming in from the CAD file.

  • VG > Imported Categories
  • select the CAD Link
  • uncheck the unwanted layers.
    • you may need to talk to the C3D person and find out what layers they  are using.

That's not uncommon.  You may be able to "smooth" them out through using the Simplify Surface tool (available inside Toposurface edit mode).

...another way, is by adding ZERO Elevation Points RELATIVE TO SURFACE in the vicinity of that line work.
