Error cannot open revit file 2017: Missing elements?

Have gotten this issue to pop up for just a select few in the office around a particular project file. I've looked into what the issue could be and did everything that was detailed on some of the fixes made by others with the same issue; however this issue persists and I'm out of options besides giving a call to an autodesk tech support. I would appreciate any insight on this issue, thanks!

Do some housekeeping first.

1) Delete all local files

2) Type %temp% in your Windows search box. This will bring up your Temp folder - delete all files. If windows cannot delete some files, then skip them

3) Empty Recycle Bin

4) Restart computer.
