Close the Project that you are Transmitting. 

 

...do you get the "eTransmit requires all Revit Projects to be closed" message?

Are you saying there is no eTransmit under Add-Ins?

If the Transmit a model button is not on the Add-ins ribbon then it has not been installed.  What is your Revit version?

LT or Full?  

 

If eTransmit is supposed to be included with your version (I'm not sure about LT), then maybe a reinstall is in order.  Maybe there was a prompt you blew by initially.   

 

...shot in the dark: check your User Interface tab under Options and see if it's part of the tools not checked.

If I reinstall, would possible I lose my existing file? How to do the
reinstall?

Nope. You won't lose it. 

 

Before reinstalling, try Repair.  You do this through the Control Panel's Program and Features=>Uninstall Program.  Select the Revit Version and press uninstall. You will then be given the option to Repair.

Are you using Revit LT 2021?  Do you even have Add-Ins tab?
