Draw order option under modify tab unavailable

I use the Autodesk REVIT 2019 student version. I have tried everything to access the Draw order setting. But in the Revit I use, under the modify tab there is never this option at all. As the forums and Q&A suggest it does not seem to be there and I have tried to change everything I can.
Can you please help with these?

The Draw Order tool are Contextual.  They are not omni-present.  What are you trying to do exactly and what environment are you in; Family or Project?

Draw Order tool is only available when you select detail items such as filled/masking regions, detail lines, detail/repeating detail components.

I am working on Revit Project. I have an imported AutoCAD plan, for the base. From which I am building the model and I want to be able to send certain elements and the imported plan behind through the Send to back command, but whenever I try to do this, I don't get this option.

There is no Send to Back command for CAD Import.

Import or link the cad file in with Current view only box ticked.
