displace elements in Revit 2019

hello.  this toolbar that include: add, remove... don't show up when i press edit. by side of that the element change to green and i cannot add or remove any element to it. any help, thanks in advance.

When it is not green and you select it, does the Properties say that it is a Displacement Set?

I don't understand what you are showing me.  Looks like it works in one view, but not another. Make a template from the view it works in, and apply that template to the view it doesn't work in. Or, get rid of the view. Maybe it's some sort of weirdly corrupted view.

I am also don't understand what that. I cant make a template from another view because as I posted even in another not active.

its the same view but it changed like that when I took edit.
