Different Stairs in one stair

I'm modelling an exterior stair. 

What I would  like to do is to have half the stair monolithic and the other half open riser. The open riser starts at the exterior of a landing.  Is this possible. 

As it stands I have to create 2 stairs, and a few levels to place the second set of steps. I start to have issues when it comes to adjusting to any changes.

You have to create two stairs. But you need not to create additional Levels just to set the base and the top of the stairs. Just set Top level for the lower stair to None, and set the Desired stair height; and set Base level for the upper stair to None and set the Base Offset.
