Cut river into topography - how do I make its surface lower than the land surface?

I've cut a river (highlighted in blue) into the topography using Subregion. Currently the water is just as high as the land, but I would like to "push" it down so that it's a few metres lower. Is there a way? Thank you

Use a Building Pad and Pad for the water.
