When you're creating a Curtain Grid the "All Except Picked" option is intended to create grid segments only where you do not pick. It's an alternative to placing a grid and then using Add/Remove Segments afterward. Naturally, that means you have to have several possible places for a grid to go. For example, if you have six vertical grids on your Curtain Wall and you place a horizontal grid using "All Except Picked", you could pick the second bay and the fourth bay (when the grid turns "red") then click the Modify button (or press ESC) to finish the process. This will give you grid segments at all locations except the 2nd and 4th bays.
