Annotation crop is to show the annotation outside of the cropped model.  you can click on the View crop region and stretch them individually.

it merely represents the differences between a view using crop regions and a view using Scope boxes

the top view is using a scope box the size is clearly visible

the bottom view is using Crop Region with the scope box visible in green

as a comparison you can see the scope box is smaller than the crop region. so it should fit on your sheet better.

is it possible that there may be something floating in your view that is causing the crop region to be that large?

open the view, uncheck all boxes that relate to the crop region, zoom extends, does your view change?

turn on the crop region visible button adjust it manually

now turn on the Annotative crop region button and adjust that manually also

select the blue dot on the dashed line to adjust it separately from the model crop region

see image below

the dashed line is the Annotative crop region the solid line is the model crop region, they could be adjusted in your view to cause this
