configuring the tabs across the top of the ribbon is not working

Greetings,

My office has several plug-ins for Revit.  I used the method of holding the CTRL button to reconfigure the order of the tabs (insert, modify, view, etc) at the top of the ribbon in order to get most of the used tabs at the beginning of the ribbon.  However, when I reopen Revit, several of the plug-ins move to the beginning of the ribbon again.

Suggestions for how to resolve this?

It´s the way that works... Maybe on plugin programming lines, there is something that relocates them to stay before modify tab ...
