Do you have to model the stairs wih components made of different materials it is built or is it enough for you to make a fill region for different materials in a section?

You can not have two materials like in your image.
You could use a trick to achieve that: if you want stairs to stay inteligent and parametric then model the stairs with a very thin run thickness, e.g. 1 mm then add the remaining part of a run as in-place component in stairs category. you will have to manually redefine it's shape if geometry of the stairs changes.
I think this is a good idea.but it isn;t parametric modeling and also for construction we will encounter some problems

I don't know. Maybe you just did it already, as shown in the image that you posted, where you indicated what part is concrete and what part is brick. I assume you are talking about a thin brick finish? Or are you talking about putting actual bricks in that small space between the diagonal and the horizontal plane of the tread?
No it is a common stair in Iran.first we construct the slope of stair with concret then we use brick to make steps and make cover of stones or other material.I know it is not very professional but we construct it.
