There are some methods that I use to control the scale through the title block family and nesting but all that is "dirty"... Even though this is not a straight answer to your question, I would like to give some advice about the scale displays in general.
We show the scales of all views that we put on one sheet. If the scales are different, they will be displayed using view titles. Then, the scale "as indicated" which is shown on a sheet makes sense. But sometimes, we want the sheet to display the scale of only one of the views. In my experience, this is because wanting to discard the scale of a legend.
It is best practice to avoid making annotation legends using legend views. Legends have scale. Of course, if a legend includes some drawings like those of window shapes etc you would display the scale of that drawing. But if a legend contains just some symbols and text, who cares about the scale of that view? Instead of that, it is better to create a group or a generic annotation family that you can then copy and paste on multiple sheets.
