How do you change the cut plane height in plan view in the family editor?

Select the view & change the view range properties

Change the Default Sill Height of the Window in the Project.   Default Sill Height is a Type Parameter.

Switch from Family properties to View properties from this dropdown.

It's an interesting question - one that makes me wonder what you are trying to accomplish.  

Maybe you are just trying to remove all the bullsh*t from the View.  Maybe all you really need to know is that you can toggle Preview Display on and off.
