ceiling doesnt want to apply in a specific space

im trying to apply ceiling in that space but it doesnt want to. what is wrong there?

Is the space completely bound by "Room Bounding" elements?  No gaps?

It's more than likely that your walls don't extend up to the height of the ceiling.  Check your wall heights, and ceiling placement heights

Try and create the ceiling at a lower level - say 500 mm and then move it up after.  If that doesn't work then do as BarthBradley suggests - sketch it.

Do all bounding walls exist in the Phase?

i tried before a couple months ago to do a celing which intersects with
curtain wall and it went fine, dont know what is wrong this time

You might also check if any of the walls are part of a design option.
