Cannot select the Project Base Point

I have pinned the Project Base Point in my project but now wish to change the elevation but I cannot select it or unpin it.  Why might this be? Hiding everything in the view does not help!

Do you have Select Pinned Elements enabled? Controlling the Selection of Elements 

Try Wireframe Visual Style mode too.
