Cannot create concrete walls from bottom level to top level

I want to create a concrete wall from bottom level (Base Constraint) to top level (Top Constraint) but every time I set “Top constraint” to a higher level than “Base Constraint” Revit replies with:
“Error – can not be ignored : Top Constraint is invalid for the level”
Revit imposes me to create my concrete walls from top to bottom using “Base Constraint” as the top of my wall and “Top Constraint” as a lower level. This is totally illogical to me. I want to create my concrete walls using “Base Constraint” as the level where my concrete wall is based on and attached to and “Top Constraint” as the level where the top of my wall will be attached to.
Questions :
1. Can Revit do that or is that a blocked or unavailable option into Revit?
2. Is there another way to create a concrete wall than using “Wall Type : “Basic Wall Foundation – XX” Concrete” that will prevent this to happen?
3, OR even better, can I create my own custom wall types with available materials and all their characteristics for future automatic Revit’s analysis’s ?
