View Range is an instance property of the view you are currently in.  Ensure you have nothing selected and no command active.  It should appear under the Annotation Crop Box.  If not, do a repair on Revit

I found it now, when i open a project and chose a plan, it appear. But when i do a new one, i still can't find it.

I just started Revit yesterday and i have no idea, so maybe it isn't an error? Is it necessary to have a plan or something kind of it  in the project in order to make the view range button available?

view range command is for plan views only.  I assumed you were in a plan view.

worse case, you may need to do a reinstall of Revit.
