Riser ending in riser, must end in boundary.

 

 Just change that and will be ok

i see in your image an error close here with boundary.

Goofy condition. Try this so that all riser lines end at the boundary.

still crossed, try to move the boundary a little so that the black lines do not touch. I tested it and it works for me.
 

But it may be that you have some configuration in the type of your ladder that you are preventing, perhaps the option of using two ladders works best for you.

try to see a picture of the place to confirm the shape of the ladder, there is a planter that may be hindering understanding
 

As it is a strange configuration, you can consider using a component model in place, and classifying it as stair.
