I can grab some lines in Plan view, cut through the window, and convert them to symbolic.

But I would like to be able to do this from elevation or 3D view. and it doesn't work in that view

Do it in an elevation view, not 3D view.

They are hosted on a face.  Rehost them on a ref plane.

I was able to convert all the lines in the plan view. But then they don't appear in elevation anymore despite being symbolic.

When you convert Model Lines, you convert them to detail lines, which are only visible in one view. You need to convert them in the view you want them to remain visible in, which is why you can't convert them in a 3D view. If you don't want this to happen, then don't convert them.

What's the purpose of converting them?

What?!?  Of course symbolic lines in plan view only show in plan view, not elevation, not 3d.  if you want them to appear in every view then keep them as model lines.

I need to show glass streak lines in elevation views but I don't want to see them in 3D. Like door swing direction lines. Is this not a symbolic line? Apologies for the misnomer.

Draw them as symbolic lines in an elevation view of the family.  If you insist on converting the model lines then share your family here.

Yeah it is faster to just redraw the three little lines correctly rather than troubleshooting the conversion
