Can not Split railing

You can temporarily change the railing to a type with handrail/top rail types having no extensions, split the railing, then change it back to the original type. 

It depends on your railing configuration and layout, occasionally it is better just to model separate railings instead of splitting one.

 extension style of This toprail is none. 
But it can not split. The purpose of cutting this railing is to erase part of it, because it is currently a block

Change this Length to 0, not 100.

After that it can be splitted just fine.
