call out bubble is missing

My call out bubble is not showing up. 

I did the manage, Additional setting, Call out Tags and click on the call out head. it should had the call out there but all there is <none>  

I have done the delete and redo for it but it still wouldn't come up. Can anyone help with this?

If there is no Callout Head appearing in the list then you need to load a compatible Callout Head family to your project.
