If the value is continuous alphabet or numeric value, it won't create a break. It will only break if you put a space in it. Regular text in another hand does the complete opposite. Hope this clarify it.

I do not think it is a normal behaviour at all. (Using Revit several years).
Border label MUST wrap the text. The dimension of Label will give the text borders. Try yourself and let me know.
