Is there a way to halftone existing items in a 3d View, but not new items?

Do you have any Graphic Overrides set up in your Phasing options? If not (I would set some up), you could try using a filter. You'd need a filter for nearly every category, which is why the graphic overrides might be better

I do have graphis overrides set up under phasing but that seems to only affect plans/elevations/sections

yes, with phase filters. For 3D views, use shading or consistent colors to display graphics

Phase Filters Exist for all Views.

Perhaps the 3D View is corrupt. It happens. If it is the default {3D}, delete it and create a new one by pressing the lil' house icon on the QAT.

my phase filter is set to Phase Filter Previous and New and Phase New Construction and it displays like this, the all gray section should be a halftone

Im not following you, this is what my 3D view looks like, the gray section on the left is the existing building that I want to put a halftone on.

Have you ruled out the possibility that is it a corrupted view?

Refer to Tom Kunsman's post. Ensure the 'Halftone' option is checked in the graphic display settings for existing elements.

 

 

To make sure it displays correctly, your elements must be phased as existing in the properties tab and the phase in phase filters must be overriden:

Also, if none of that works, and it is not corrupted view, check for possible overrides:

i don't see your views(screenshots),but the question is :
do you means the phases right?so you can adjust the overrides material and etc.like small movie below and in phase filters you should adjust the existing on Overridden to show  halftone or transparant.

They are because the plan displays the existing items as a halftone, just not the 3d view

Is there a linked model too? Phase Filters between models must match exactly by name or the graphics overrides won't work on the linked model elements.

 

Fwiw, the Phase Filter Show Complete is intended to be set to By Category for both New and Exist phase status columns because that filter is meant to show both phases "as complete"...without a difference between them. When you changed the column to Overridden the elements that you changed to existing looked different because of the graphics overrides you've applied. To show a contrast between existing and new the phase filter, Show Previous and New should be used and the New status should be By Category and Existing status should be Overridden.

 

What does the project's Halftone/Underlay dialog show?

Manage ribbon > Additional Settings > Halftone/Underlay

There is no linked revit files, I am working in design options.  It shows correctly in plan and elevations and sections, just not in a 3d view.

I think that it is just more subtle in the 3D view than in plan views. If you change between the Graphic Settings of the view, hidden line etc. You'll find switching between halftone in the phase graphic overrides is noticeable, just more subtle difference than in plan views.
