(2023) railing repeating pattern

i have created this railing (fence) that balusters and baluster panels. i am having a hard time getting the repetition to space correctly. see attach revit file

BTW, CENTER justification is not even the right solution to what you asked, which was how to begin with the 3" square baluster followed by the panel.
