You can see if colour formatting is applied (SheetBackgroundColor/BackgroundColor), but not set it conditionally.
You can obviously override it manually, but that's not very helpful.

I am not sure whether it is limited to sections (such as titles), or is available for all cells. A good test is probably to try to do it in the interface.
