Placing an image in a Sketch Plane

I imported an image into a document using document.Import. The image gets imported but is not visible unless I filter out the floor. I was wondering if I need to place the image in a sketch plane. However, I don't see any options to do that. Is there a different way I can do this or is Import the only option.

Can set 'Draw Layer' in image properties to foreground, or slab to transparent,

In Revit UI, I can set the Visibility Graphics to exclude the Floor and then the images display correctly. However, my goal is to be able to see the images without having to set filters. Draw Layer property is available in the Revit UI but I couldn't find it in the API.
