In a plugin project, the command binding event that references System.Windows.Interactivity.dll will report an error.

But the same code will not report errors in non plugin projects.

Can you try and cheat? If you put the "missing" DLL in the same directory as the pmill.exe does it work? If so then it would be good to investigate whether that DLL is meant to be in the GAC (Global Assembly Cache) or whether you need to implement this event to "find" the DLL during runtime https://learn.microsoft.com/en-us/dotnet/api/system.appdomain.assemblyresolve?view=net-7.0
