I am using Civil 3d 2018.

I have been away from using VB.Net for a few years, but getting back to it today.  With using Civil 3D 2018, what is the latest free download of VB.Net  I should use?

I guess you mean the latest free IDE, if so, you can download Visual Studio 2017 Community Edition.

PS: keep away from using VB .NET and use C# instead, you'll find more help.
