Is there a way to turn off cast shadows in toon shader?

I am attempting to create an animated scene with stylized lighting where a shadowed motorcyclist in a deserted setting drives towards distant mountains. Every object in the scene has a toon shader applied to it in order to give it a stylized look. The problem I'm running into is that the motorcycle and telephone wires on the sides of the road cast shadows onto the mountains. Silhouette isn't turned on, and additional lights do not get rid of the pitch black shadows. I'm inexperienced with the toon shader and lighting setups in general, so does know have a solution?

Turn off Cast Shadows on the geometry?

Doing that turned off the shadow the front mountain casted on the behind one, but turning off the cast shadows on the other objects didn't seem to do anything.

 

As another update, I noticed that the closer I get to the mountains, the objects without drop shadow have an outlined silhouette

Left: poles without drop shadow

Right: poles with drop shadow

nvm, that's from the toon shader's outline
