No, Maya and Arnold currently have no blur function.
The best thing to do would be to make a texture externally and blur it there. You could also bake your texture and then process it in PS.
The closes thing you can do in Maya is run a noise into the cell noise node. The attached image is a super high-frequency noise running into the offset of a cell noise. It could work for what you need, but as you can see, it fails once you get close to the object.
