This class only works for Clips found in the Trax window.

How does one deal with Clips inside the Time Editor Window. AKA http://help.autodesk.com/cloudhelp/2018/CHS/Maya-Tech-Docs/Nodes/timeEditorClip.html
There seem to be no C++ MFn class implementations for any Time Editor Nodes....
