Great question. Maya is case sensitive, which means it distinguishes between lowercase and uppercase letters. This is a status to indicate that your caps lock is on, meaning all your hotkeys will be the capital letter hotkey if nothing else is pressed.
With caps lock on: pressing b = B
With caps lock off: pressing b = b pressing shift + b = B
