Maya Rotation manipulator haywire

I have just newly installed maya 2024.0.1, however the rotation manipulator seems to be haywire. 
Even re-installing does not solve this issue. 
Any experts out there able to help troubleshooting this?

Hi there - can you tell me what kind of machine/graphics you're using? Are the other manips ok?
