Both are incomplete versions unfortunatly, Xgen Core is good but doesn't have the layers and the non destructive nature of IGS which i may add IGS was supposed to replace Core but it was abandoned like all Autodesk plugins/features. If they would have focused just one more release on IGS and improve the performance when working with lots of hairs, add clump to guides, add selection sets for easy hair styling, maybe a display percentage of hairs in the viewport, maybe better hair selection tools. Professional hair groomers usually use plugins like Ornatrix or Yeti, maybe use that as a reference for features but instead Maya is a disjointed mess with lots of bought and abandoned plugins that don't speak to each other. I think the plan is to rebuild Maya with Bifrost but it will take them ages to get to that point and Bifrost is only low level now, don't see any high level nodes unless u download packs, it should be included directly.
