I created a hair with UVzbrush.
I did UV development, but it became messy
I want to expand UV like a rectangle stretched vertically like the second image in MAYA. How can it be done?

Your mesh is way too heavy, this should have been done much lower poly count, now is gonna be difficult to UV.
Do automatic mapping and sew each one by one and unfold, then straighten the shells.
Or Unitize and sew, look for UV cables/pipes tutorials to follow steps.
