Unable to dock custom tools above my timeline

Any custom tools I create or download with a docking feature can only be docked in an outer frame around the main Maya UI. I want to dock my custom tools closer to my viewport for faster functionality. Is this a coding problem or am I missing a setting? so far I tried tweenmachine and atools.

I'm using Maya 2020

single Licence

Windows 10

Hi @alexgsmith800 

this is a a recommendation by the programmer, he designed aTool to be only  docked at the bottom.

so that means there is nothing we can do with Maya to customize that behavior of that tool.
