Rotation Manipulator does not work when animation layers are applied to a control

Using Maya 2020.4 via teradici on a windows 10 machine with a 1080ti nvidia card.  Since our update to 2020.4 we've been seeing issues where the rotation tool affecting objects in the viewport, with default tool options.  Without animation layers, our nurbs curve based controls can be adjusted in viewport.  Once that control is added to a animation layer, we can no longer rotate that object in the viewport. Switching rotate center to 'manip' in rotate options DOES allow objects in layers to be manipulated in viewport, but this only allows us to manipulate one object at a time, or we'll get unexpected transforms on the group of objects.

We've also noticed this new bug. Might I add, a lot of our nurbs controlers would have their rotations ''locked up'' as described but I also just recently been able to reproduce the bug animating a simple geometry after setting the Rotate Order attribute to keyable. 

My lead so far is, whenever the Rotate Order Attribute is set to keyable, it seems to lock out the rotations when an animation layer exists. Hopefully this helps the development of a fix

I want to add that the bug occurs even with an empty animation layer. As long as an animation layer exists, the rotation manipulator will lock up (on what I think is any controllers or item that has the RotateOrderAttribute set to keyable).

Thanks for this insight, it allowed us to work around the issue.  Curiously, even if the rotation order attributes are set to 'non keyable visible' in the channel control, our animators can still set keyframes on the attribute (which causes the error to return.)

We've found another (easier) way to bypass the bug and its pretty weird. You have to go to Windows>General Editors>Evalutation Toolkits>Modes-Advanced, and then uncheck the ''Manipulation'' checkbox. 

I was skeptical but in our case, if I uncheck that, I can rotate no problem with anim layers. If I check it again, I stop being able to rotate.
